The Basics
How a Houston-area property tax bill is built.
Texas does not have one statewide property tax. Instead, each taxing unit sets its own rate on the same assessed value. The total is the sum of what the county, the city, the school district and any special districts each levy.
Separate units, one bill
A Houston home is usually taxed by the county, the city it sits in, the school district that serves it, and often a MUD. Each rate is expressed in dollars per $100 of assessed value, so they add together on a single amount.
Assessed, not listed
The tax base is the value set by the county appraisal district, not the sale price. Homestead and other exemptions lower the taxable value first, which is why the effective tax for a primary residence is usually below the statutory total.
More than the headline
MUDs, hospital districts and emergency services districts add to the bill on top of the county, city and school rates shown here. Community totals therefore vary address by address, especially in master-planned areas.
Read rates below as statutory dollars per $100 of assessed value, exactly the convention every appraisal district uses. To shorten a percentage, each $1.00 per $100 is about 1% of assessed value, before exemptions.

Greater Katy (Katy ISD)

Homes inside Katy city limits add the City of Katy rate of $0.4250. Most sections are unincorporated with no city tax; MUDs then add to the total. As of Sept 2026.

Cypress (unincorporated Harris County)

Cypress has no municipal rate; Cy-Fair ISD's 2025 rate is the district's lowest in 39 years. Local MUDs typically add on top. As of Sept 2026.

Fort Bend ISD's 2025 rate includes a temporary 7-cent disaster-penny increase. Communities such as Sweetwater and Riverstone add MUD and PID charges.
Sienna and Fulshear (Lamar CISD)

Tax rates are per-address because every property has its own mix of taxing units. These are the standard public places to confirm yours; look the address up in the appraisal district and add the homestead exemption if it is your primary home.
Harris County Appraisal District
The appraisal district (HCAD) sets assessed values and posts rates for Harris County taxing units.
Fort Bend County Appraisal District
Rates and property records for Fort Bend County, Sugar Land, Missouri City, Fulshear and Sienna.
Montgomery Central Appraisal District
Rates for Montgomery County, Conroe, The Woodlands and Lake Houston area taxing units.
Waller County Appraisal District
Rates for the Waller County sections of northwest Katy ZIP 77493.

Homestead and exemptions change the effective rate.
A Texas homestead exemption removes a portion of assessed value from school taxes, and Harris and Fort Bend County each offer additional county-level exemptions plus caps on the annual value growth of a homestead. That means two identical homes can owe very different amounts. Ask an appraisal district about the exemptions that apply to the address you are considering, and ask Sharon's team to run the numbers for you.

What is the combined tax rate for a typical Greater Katy home?
A typical unincorporated Greater Katy home pays Katy ISD at $1.1171 plus its county rate: about $1.5024 per $100 in Harris County, $1.5391 in Fort Bend County or $1.6733 in Waller County, before MUDs. If the home is inside Katy city limits, add the City of Katy rate of $0.4250. These figures are as of Sept 2026 and come from the taxing entities' adopted rates.
Why do inner-loop luxury neighborhoods show different total rates?
Neighborhoods such as River Oaks, Tanglewood, West University Place and Bellaire sit inside the City of Houston or their own small cities, pay Houston ISD, and belong to Harris County, so three statutory units stack on one bill. Because West University Place and Bellaire set their own municipal rates, totals vary from neighborhood to neighborhood; we have listed the current adopted rates for each entity above.
How do I get the exact tax rate for one address?
Look up the property in the tax roll of the county appraisal district that covers the address, then check every taxing unit that applies: the county, the incorporated city, the school district, and any MUD or special district.
